The reference number is essential in order to locate the announcement.

To request the cancelation of an announcement you no longer wish to publish, you should only use the option Request cancelation of an announcement and/or NRC.

  • Procedure for the insertion of announcements

    The Procedure for the insertion of announcements shall be implemented in application of the Resolution of 22 February 2010, establishing the procedure for the insertion of announcements in the "Official State Gazette” (BOE) and in the "Official Gazette of the Commercial Registry” (BORME).

    The user must use the Access with electronic identification del System for the Insertion of Announcements in the BOE and BORME over the Internet .

    Detailed below re the phases of the procedure:

    Phase 1. Preparation of the announcement

    The person who writes the text of the announcement must access the system of announcements for the electronic identification.

    After selecting the template for the announcement you wish to insert, the system will request that you complete the minimum information for the announcement. Once you complete this section, we recommend that you use the “preview” option which displays a draft so that you can verify the format of the announcement as it will be published.

    Using the “edit” button, the systems allows you to make as many changes as you like to the draft and confirm the final content of the announcement. After this confirmation, the definitive text of the announcement is generated.

    Once you have completed the text, the user has the following options:

    1. Sign. To do so you must have an electronic certificate
    2. Postpone signing. The system gives you a reference number for the announcement and the sum. Both data must be passed to the signatory so that the signing process can be resumed when entered.

    Phase 2. Signing of announcement

    A page on which the document to be signed can be viewed is shown with an option to sign. No document should be sent to the BOE except in the cases described in "Required documentation".

    Once the announcement is been signed, the user is shown the following options:

    1. Make payment
    2. Delay payment, which may be resumed by the same or another user.

    Phase 3. Payment if the announcement fee

    Once the signature phase is completed, the payment process begins, which

    1. Electronic payment.

      The payment will be made electronically through the Virtual Office of the AEAT. To opt for electronic payment, you must have an electronic certificate and hold an open account with one of the financial institutions that collaborates with tax collection management. The system generates a NRC (complete reference number) which is proof of payment of the fee and is transferred to BOE. Payment is confirmed automatically.

      In the event that the persons inserting the announcement is not the person who has authorisation to make the payment, they must complete the payment by selecting the option “Resume Payment” and entering the announcements reference number and the sum.

    2. Payment in person

      The system generates a settlement document (template 791), to be printed in duplicate form (one for the collaborating financial institutions and one of the interested party) for payment in person at one of the collaborating financial institutions payment by charge to account and payment by credit card). The collaborating financial institution will register the NRC (complete reference number) on the interested party’s 791 document, NRC Which the interested party must communicate to the BOE by accessing the option "Communicate NRC of an announcement ". Once updated correctly, the announcement payment NRC is confirmed.

    Is it possible to change the payment method chosen initially. To confirm that change, you must use the Resume payment option and y select the new format, with the possibility of changing the details of the subject and the processor. In auction announcements, all the data may be changed except for the NIF of the processor and the subject.

    The announcements must be published on a certain data, are processed as urgent and shall be subject to the urgent publication fee, including those that would be free of charge if they were not urgent.

  • Documentation required

    Upon insertion of the announcement, only a copy of the documents that have given rise to the publication of the announcement are required (Office and Edict) in section IV, where the insertion of the announcement is not effected by the civil servant of the Justice Administration.

    The interested parties shall be responsible for the accuracy of the documents submitted (Article 28.7 Law 39/2015, of 1 October, on the Common Administrative Procedure of the Public Administrations)

  • Term of publication

    • The announcements signed electronically, from 3 to 6 working days.
    • For those paid with the urgent publication fee and received before 12 noon, in the following official journey published.

    The calculation of the term shall be interrupted until the defects in the text detected by the BOE in the announcements received are remedied. Where there are three or more consecutive non-working days, the terms of publication may be reduced or extended in a single day.

  • Frequently asked questions

    What is the client @firma?

    The MiniApplet Client @firma (also referred to in this section as "MiniApplet" or simply "Client") is an electronic signature tools that functions in the Applet format of Java integrated in a Website using JavaScript.

    The MiniApplet can be integrated in web processes through the drop-down JavaScript that accompanies it. This way, it allows for signature operations to be executed in these processes using citizen certificates.

    The MiniApplet is an electronic client application signature that is executed on the User PC. Its purpose is for Public Bodies to have the technical resources and procedures for use of the electronic DNI (DNIe), any other recognised or qualified certificate, so they can complete the identification and signature process of the Electronic Administration services.

    In the event that it cannot be executed due to compatibility problems with the environment, for reasons of trust or restricted permissions, the top-down JavaScript will refer the signing task to a native application previously installed on the system: Autofirma (See FAQ: What is Autofirma? Do I need to install it?).

    System Requirements

        • Mozilla Firefox, from versions 40 to 47, experiences a problem that makes the use of applets difficult. We recommend that you use version 49 or newer.
        • In the case of using Firefox's password storage, regardless of the browser the users uses, we recommend that you use Firefox in 32 bits in the event that the operating system is Windows or Firefox in 64 bits in the case of OS X. This way, the architecture of the system’s default browser and Firefox will be the same and the JVM loaded by the Java Plugin can access the systems storage and Firefox storage.
      • Google Chrome versions from 15 to 41. From Firefox 41 it is necessary to install the AutoFirma program on the user’s system..http://www.google.es/chrome
      • Apple Safari 6.2 or newer (support provided only for the version OS X) https://www.apple.com/uk/safari//
        • Java applets on OS X with Safari restrict access to the files system by default, which can cause certain confusion with the MiniApplet Client @firma en OS X, because it gives the impression that it functions appropriately but when you request to open or save a file it is impossible. In particular, what the user will notice when they try to open a file is that the selection dialogue opens but doesn’t show any file.
        • To ensure that the signature client has unrestricted access to the user’s file system, it is necessary to configure Safari to active “Unsafe Mode” for the specific Website that publishes the MiniApplet, in our case extranet.boe.es For that, follow Apple’s instructions, which you can find here: http://support.apple.com/kb/HT5954

    • Notes for Firefox and windows users.
      • Note for users of Firefox 9 or newer and Windows XP or Windows Server 2003:

        The loading of the Firefox 9 or newer password storage by the @firma MiniApplet needs the system to have installed the Microsoft Visual C++ 2005 and 2013 redistributable execution environments. If you cannot access your certificates and private passwords from @firma MiniApplet, you’ll need to download them and install them manually. They can be downloaded from:

        * The installation process may require administration permissions.

      • Note for users of Firefox 49 or newer and Windows:

        The loading of the Firefox 49 or newer password storage by the @firma MiniApplet needs the system to have installed the Microsoft Visual C++ 2015 redistributable execution environments. If you cannot access your certificates and private passwords from @firma MiniApplet, you’ll need to download them and install them manually. They can be downloaded from:

        * The installation process may require administration permissions.

    • Use of certificates and private passwords on the part of the @firma MiniApplet

      The MiniApplet @firma uses an automatic mechanism to determine which certificate and passwords storage it should use in each case. The general rule follows this simple algorithm:

      1. If the web browser is Mozilla Firefox, regardless of the operating system, the own Mozilla Firefox storage is used (NSS, Netscape Security Services) plus the modules PKCS#11 (Public Key Cryptography Specification number 11) which Firefox has configured, like smart cards, DNIe (electronic DNI), HSM (Hardware Security Module), etc.
      2. For any other browser (Internet Explorer, Opera, Chrome or Safari) the storage predetermined by the operating system is used:
        1. a. Windows: CAPI (Cryptography Application Programming Interface)
        2. b. Mac OS X: Mac OS X keychain
        3. c. Linux: NSS central store
    • Certificate: Digital user certificate installed on the browser / operating system or available through a PKCS#11 or CSP module installed on the browser (as in the case of DNI-e).
      • The Client always access the certificate manager from the operating system on which it is executed, except when executed on Mozilla Firefox in which case it is accessed through the browser itself.

    WARNING: During the signing process, for security reasons, your JAVA virtual machines installed on your computer may request your permission to execute the signature application. You must allow it to complete the form in a satisfactory manner.

  • What is Autofirma? Do I need to install it?

    AutoFirma is a writing tool with a graphic interface that allows for the rejection of signing operations for local files in desktop environments (Windows, Linux and Mac OS X). It can also be used through console or be invoked by other applications using a protocol for the execution of signing operations.

    The AutoFirma client uses X.509v3 and associated private key digital certificates associated with these which are installed in the Key Store of the operating system and the web browser (Internet Explorer, Mozilla Firefox, etc.) in the event that the operation is being carried out from a web process. You may also use external devices (smart cards, USB devices) configured in these key stores (such as for example the electronic DNI or DNIe).

    The AutoFirma client uses private keys associated with the user's certificates and does not reveal these from the store at any time (card, USB device or browser) located in your PC.

    AutoFirma does not store any type of personal information of the user, nor does it use cookies or any other mechanism for the management of the session. Autofirma does store traces of the last action for the purposes of supporting the user if they encounter any error. These traces of execution contain no personal information and the application does not facilitate any form of access to the stored data.

    AutoFirma is a published free software application that can be used under GNU General Public License version 2 (GPLv2) or higher or under European Software License 1.1 (EUPL 1.1) or newer.

    To be able to sign announcements electronically you first need to install the Autofirma client if for any reason your Browser does not allow it, for any reason, the execution of the @firma MiniApplet.

    System Requirements

    The use of Autofirma as a signing tool integrated within the web process signing process has the following requirements in relation to the operating environment.

    • Operating system:
      • Microsoft Windows 7 or newer.
        • Directly supported on 7, 8, 8.1 and 10.
        • In 32 or 64 bits
      • Apple OS X Mavericks or newer.
        • Supported directly in Mavericks, Yosemite and El Capitán.
      • Linux.
        • Guadalinex, Ubuntu.
    • Browsers (for invocation via protocol)
      • Microsoft Windows.
        • Google Chrome 46 or newer.
        • Mozilla Firefox 41.0.1 or newer.
        • Microsoft Internet Explorer 8 or newer.

    WARNING Because it is invoked from Microsoft Edge or versions of Internet Explorer earlier than 11 (or Internet Explorer 11 in compatibility mode with the previous version) it depends on the administrator of the web application complying with certain requirements during rollout. To ensure the correct functioning of the online signing operatio0ns, use another of the supporting web browsers. In the OS X and Windows environment it is not necessary to install a Java execution environment. For Linux, a Java 8, Oracle or OpenJDK 8 execution environment is necessary (marked as dependent on the integrated AutoFirma installer). It is compulsory for the AutoFirma to be installed before starting the web process in which it is used to execute signing operations.

  • What recognised or qualified certificates are accepted by the BOE?

    The certificate must be accepted by the Platform for validation of @firma electronic signature and be found on the website of the certification service provider (https://sedeaplicaciones.minetur.gob.es/Prestadores/).

  • Upon signing the certificate in Internet Explorer, an error appears: "Valid signature not generated"

    This error message is due to the option “Activate protected mode” on your Windows Vista browser being activated. To resolve it:

    • On Internet Explorer, access Tools>>Internet Options
    • Select the window Security and click onTrusted sites.
    • Below click on the Sites tab, and in the "Add this website to the zone:" field add the address
      https://*.boe.es
    • Click on the Add button (the address added will move to the website section).
    • Check the box “Require server verification (https:) for all sites in this zone." and click on Close.
    • Return to the Security tab, uncheck the box Enable protected mode (...) and click on Reset all zones to default level.
    • Click Apply and Accept. Then close all Internet Explorer sessions and repeat the operation.

  • I don’t have a certificate. Can I place an announcement?

    To place an announcement you must have some type of electronic identification (certificate, permanent key or PI24H).

    What's more, the signatory must have an electronic certificate that allows them to sign electronically.

  • What documents are available on inserting an announcement?

    All the documents generated by the announcement insertion system during the processing of an announcement, are signed electronically and contain a secure verification code (CVS) which allows you to verify the authenticity using the option "Verify the authenticity of document".

    At any time, the interested party may obtain the documentation relating to an announcement processed using the option "Obtain announcement documents".

    The documents that can be obtained are:

    • Announcement text
    • Liquidation document: model 791 available only in the case of payment in person.
    • Proof of payment of the AEAT: this option does not return the document signed by the BOE, but the NRC which is proof of payment of the announcement via the consultation of the Virtual Office of the AEAT.
    • Proof of payment of the BOE: the BOE generates proof of payment once the announcement is published and the income consolidated. Payments are consolidated based on the fortnightly collections of the AEAT, and therefore this document can be obtained approximately 30 days after making the payment.
    • BOE refund receipt: once the transfer of a refund is made by the BOE this document is generated.
    • Authorisation for cancellation of NRC: In those cases where the AEBOE authorises the cancellation of a NRC, this document will be generated, which is then presented to the collaborating entity within the term indicated in same.
    • Announcement cancellation document: If, due to incidents that cannot be remedied, a document is generated indicating the reasons for the cancellation of the announcement.

  • Where can I obtain the receipt for payment of the fee?

    The NRC, whether it is obtained by payment in person using form 791 or electronic payment, is proof of payment of the fee.

    If you wish to obtain a proof of payment document, the BOE generates proof of payment once the announcement is published and the payment consolidated. Payments are consolidated based on the fortnightly collections of the AEAT, and therefore this document can be obtained approximately 30 days after making the payment.

    In the system for the insertion of announcements in the BOE and BORME, you will find the documents related to an announcement in the menu option "Obtain announcement documents".

    • If you pay electronically you must select the document type "AEAT Proof of Payment", which will lead you to a page of the Virtual Office of the AEAT Similar to that used to pay the fee. There you must complete the data on the method of payment used and you will see a proof of payment screen.
    • If you paid in person, you may obtain the "Settlement", but proof of payment will bot ve available until the BOE received notification of the payment from the bank.

  • When making an electronic payment for an announcement, the AEAT Virtual Office returns an error, but the bank processes the payment: What can I do in this case?

    When you attempt to make an electronic payment for an announcement you may encounter an error. Normally after an error, the payment of the fee is not made.

    However, occasionally, some banks, despite returning an error, do in fact make the payment of the fee but do automatically return the NRC generated to the BOE.

    If this is the case, you must contact your banking entity so that they provide the NRC generated. Once you have obtained the NRC:

  • What is the NRC? What purpose does it serve?

    The NRC is the Spanish initialism of Complete Reference Number It is a chain of 22 alphanumeric characters (in the announcement templates it begins with 791314...), provided by the bank once the payment is made.

    The NRC Serves as proof that the payment of the announcement fee has been made correctly.

    If you have made the payment in person (model 791), once you have obtained the NRC, you must complete the from Communicate NRC of an announcement so that the process of the announcement continues.

    If you have made an electronic payment through the AEAT, you do not have to complete any other process with the NRC it is received automatically.

  • What errors might I encounter with the NRC?

    The NRC (Complete Reference Number) is a 22-character alphanumeric code, which contains the footprint of the payment made and is therefore proof of payment of the fee.

    The first 13 characters of the NRC must coincide with the barcode printed on the 791 form. Character 14 is a control digit. The rest of the characters (MAC) are calculated based on the following data: cost of the announcement, data of lodgement and NIF of the subject.

    Possible errors:

    • !ERROR: The announcement was not found with the data provided.

      The reference number, the sum and the NIF of the subject must coincide with what was written upon inserting the announcement. If any of these data do not coincide with the announcement you will encounter this message. You must review the written data in the form to remedy the problem.

    • !ERROR: The validation of the NRC of the AEAT indicates that the NRC 791314... Is not correct for the following reason: MAC calculated does not coincide with that provided.

      For security reasons, to verify the authenticity of the NRC, on the screen for communicating the NRC, these new data are requested again and delivered to the AEAT for calculation of the MAC. The MAC entered is compared with the calculation and if they do not coincide an error message will appear.

      It is very important verify the data written in the report communicating the NRC. In particular:

      • There may be some confusion of letters and numbers (8 for B, 0 for O, 6 for G, 5 for S, etc.).
      • Make sure that the date entered on the form is the correct lodgement date.
      • Check that the NRC Is generated based on the NIF of the subject (the only one that appears on the 791 form, to avoid confusing the bank.

      If the NRC provided by the bank is not legible, you should contact the bank so that they provide new documentation (banking extract, copy of proof of payment, etc.) where the NRC generated for the payment appears.

    • !ERROR: The announcement justification number (7913140108160) does not coincide with the NRC (7913140108161)

      The announcement reference associated with the barcode the which does not coincide with the first 13 digits of the NRC entered.

  • Can I cancel a NRC generated?

    In those cases in which errors are detected in the NRC or the fee of an announcement has been paid which for some reason , you can request the cancellation of the NRC and, this way, delay the payment of the fee.

    To do so, you must Request cancellation of an announcement and/or NRC through the BOE website. Once you complete the relevant checks, the interested party will receive a document that expressly authorises the immediate cancellation of the NRC.

    The interested party will receive an email notification when the NRC Cancellation document is available which can be obtained by accessing "Obtain announcement documents" and choose the authorisation for cancellation of theNRC.

    This document must be presented to the collaborating financial institution where the they payment will be made prior to the date indicated on the document The bank must proceed to cancel the payment transaction that generated the NRC.

    The collaborating financial institutions shall only be obliged to cancel receipts with NRC Up to the working day following the expiry of the fortnight corresponding to the date of the lodgement which appears in error on the receipt. For these purposes, Saturdays and national holidays shall not be considered working days. The fortnightly collection periods do not coincide with natural fortnights. They begin on the 5th and the 20th of each month.

    The cancellation authorisation document contains a code through which the corresponding collaborating financial institution must check the authenticity and validity of the authorisation document submitted.

    If the document is not submitted to the financial institution on time, contact the AEBOE to request the refund of the payment.

  • Can several persons intervene in the procedure for the insertion of an announcement?

    Yes. The system for the insertion of announcement "BOE" allows for the intervention of various persons in the different phases in which the procedure can be divided: drafting of the announcement, signing and payment.

    The competency to dictate the announcements corresponding to the bodies who are attributed them in each Administration. Users of the announcement publication application only sign the form for sending the text of the announcement.

    Phase 1. Preparation of the announcement

    The person who drafts the text of the announcement must access the system of announcements with their electronic identification and once they have completed same, they have the following options:

    1. Sign. To do so you must have an electronic certificate
    2. Postpone signing. The system gives you a reference number for the announcement and the sum. Both data must be passed to the signatory so that the signing process can be resumed when entered.

    Phase 2. Signing of announcement

    The announcements system is accessed with the certificate, and selecting the option “Resume announcement signature” and by entering the reference number and cost of the announcement. A page on which the document to be signed can be viewed is shown with an option to sign. In this case, no document should be sent to the BOE.

  • Phase 3. Payment if the announcement fee

    Once the signature phase is completed, the payment process begins, which

    1. Electronic payment.

      The payment will be made electronically through the Virtual Office of the AEAT. To opt for electronic payment, you must have an electronic certificate and hold an open account with one of the financial institutions that collaborates with tax collection management. The system generates a NRC (complete reference number) which is proof of payment of the fee and is transferred to BOE, whereupon the payment is confirmed automatically.

      In the event that the persons inserting the announcement is not the person who has authorisation to make the payment, they must complete the payment by selecting the option “Resume Payment” and entering the announcements reference number and the sum.

    2. Payment in person

      The system generates a settlement document (template 791), to be printed for payment in person at one of the collaborating financial institutions payment by charge to account and payment by credit card). The collaborating financial institution will provide a NRC which the interested party must communicate to the BOE by accessing the option "Communicate NRC of an announcement". Once updated correctly, the announcement payment NRC is confirmed.

  • Is it possible to change the payment method chosen initially?

    Yes. To confirm that change, you must use the Resume payment option and y select the new format, with the possibility of changing the details of the subject and the processor. In auction announcements, all the data may be changed except for the NIF of the processor and the subject.
